Safe City Gujranwala: A Smart, Secure, and Tech-Driven Public Safety Initiative
The Safe City Gujranwala project, led by the Punjab Safe Cities Authority (PSCA), aims to improve urban security using advanced technology, better policing, and data-driven governance.
What Is Safe City Gujranwala?
Safe City Gujranwala is a high-tech public safety initiative under the umbrella of PSCA—an autonomous government body established in 2015 to roll out integrated command, control, and communication (IC3) systems across major cities of Punjab, including Gujranwala
Project Inception & Implementation
Launch & Inauguration Caretaker Punjab CM Mohsin Naqvi officially inaugurated the Gujranwala Safe City Project and Police Service Center on February 6, 2024. The project was swiftly executed, completed in just 45 days, with cameras installed at over 109 locations
Centralized Command Center Alongside the Safe City setup, the new integrated Punjab Police Command, Control, and Communication Centre was also launched—aimed at enhancing real-time surveillance and response capabilities
Key Achievements of Safe City Gujranwala
Crime Reduction and Policing Efficiency Post-launch, Punjab observed a 30% reduction in overall crime rates, a shift attributed in part to the new surveillance and policing infrastructure
Reforming Police Culture Under the leadership of CPO Ayyaz Saleem, Gujranwala adopted transparent, community-centric policing. Measures like surveys by Gallup Pakistan revealed strong public trust—70% felt safe walking alone, and 88% rated traffic management positively. Notably, women’s safety improved dramatically—95% rated female officers professional, and rapid emergency response (within 30 min) increased
Tech Architecture & Infrastructure
Camera Network & Tech Backbone The Safe City project includes over 1,850 high-tech surveillance cameras, connected through fiber-optic networks and supporting underground infrastructure, forming the city’s technological backbone
Integration with Urban Development While projects like the Signal-Free Corridor and Bus Rapid Transit (BRT) system are underway in Gujranwala, coordination with Safe City infrastructure has been carefully managed to protect security assets like cameras from construction damage
PSCA’s Broader Vision in Gujranwala
PSCA’s wider goals encompass AI-enabled surveillance, intelligent traffic control, e-challan systems, and predictive policing—aimed at transforming public safety across cities. Their mission: seamless security, responsive governance, and smarter policing across Punjab
